Lima action plan is a plan to implement the strategy of the program Man and the Biosphere (MAB) of UNESCO and the Network of Biosphere Reserve World 2016-2025 period, the country approved at the meeting of International coordinating Council Program UNESCO man and Biosphere (MAB ICC) 03.19.2016 28th day in Lima, capital of the Republic of Peru, called the Plan of action of Lima.

Lima Action Plan 2016-2025 Strategy inherited Seville, legal framework of the Network of Biosphere Reserve in the world and based on the results of the assessment performed the Madrid Plan of Action on the World Biosphere Reserve world 2008-2013.

The main objective of the plan is to ensure the maintenance and development of the Network of Biosphere Reserve world into effective models of sustainable development at local level; focus on building community prosperity, harmony with the biosphere in order to contribute to achieving the objective Sustainable Development (SDGs) and 2030 of the United Nations, both in and outside the Reserve biosphere. This is the text-oriented key performance criteria to assess the effects of global activities for the Biosphere Reserve World in the 2016-2025 period.

Lima Action Plan includes strategic areas of activity and global action to manage Biosphere Reserve World in the 2016-2025 period, including:  

• 05 strategic areas of action, divided into:
• 29 groups and 62 strategic actions, including:
• 32 strategic actions need to be directly executed by the Biosphere Reserve.

05 specific strategic actions include:

• The World Network of Biosphere Reserves (WNBR) consisting of effectively functioning models for sustainable development;
• Inclusive, dynamic and results-oriented collaboration and networking within the MAB Programme and the WNBR;
• Effective external partnerships and sufficient and sustainable funding for the MAB Programme and the WNBR;
• Comprehensive, modern, open and transparent communication, information and data sharing;
• Effective governance of and within the MAB Programme and the WNBR.

As the focal point national parks Biosphere Reserve World in Vietnam, the National Committee for Program Man and the Biosphere (MAB) Vietnam has translated and forwarded plan to the Boards of Management Reserve world biosphere in Vietnam (document No. 05 / 03.22.2017 MABVN date on implementing the Plan of action of Lima on the world stage biosphere Reserve from 2016 to 2025) to study and implement the option under the conditions and characteristics of the locality, with appropriate divergence (2016-2025 period) to perform; annual implementation reports sent to the Vietnam MAB.

Management Board of Cat Ba biosphere reserve developed the Program for the implementing Lima AP of the world biosphere reserve 2016-2025 period.
