MISSIONS OF BIOSPHERE RESERVES

Biosphere Reserves are established to promote and create a balance relationship between humans and nature in prosperity, through a harmonious combination of conservation and sustainable socio-economic development, on the basis of promoting 03 major functions of the biosphere Reserve.

  • Conservation: To contribute to the conservation of landscapes, ecosystems, species and genetic variation;

  • Development: Foster economic and human development which is socio-culturally and ecologically sustainable;

  • Logistics support: Support for demonstration projects, environmental education and training, research and monitoring related to local, regional, national and global issues of conservation and sustainable development.

MAB VIETNAM’s APPROACH TO MANAGEMENT OF BIOSPHERE RESERVES

The activities of Cat Ba Biosphere Reserve meet the seven criteria of the Global Network of Biosphere Reserves (WNBRs), in line with UNESCO/MAB Strategies and Framework Action Plans, such as, the Seville Strategy, Madrid Action Plan, Lima Action Plan on Biosphere Reserves 2016-2025 and contribution to the implementation of the 17 global Sustainable Development Goals (SDG 2030).

A special achievement of the Cat Ba Biosphere Reserve over the past 12 years, is the successful implementation of the motto “conservation for development – development for conservation” and network wide management approach of “Systems Thinking – Landscape Planning – Intersectoral coordination – Quality economy ” (SLIQ) initiated and promoted by MAB Vietnam.

SLIQ has provided the scientific basis and operational methodology for the establishment and deployment of BRs in Vietnam in response to Sustainable Development Goals of Vietnam and UN in the first decades of the 21st century.

SYSTEMS THINKING

System thinking is a holistic perspective, considering the biosphere reserve as a complex system consisting of natural, social, economic and human components. Systems thinking creates the foundation for the development and implementation of biosphere management programs in a way that human are in harmony with nature in prosperity;

LANDSCAPE PLANNING

Landscape planning is a principle and criteria for zoning biosphere reserves: including the compulsory three-zone planning scheme: core zone, buffer zone, and transition zone. Core zone is for nature conservation and research on biodiversity and ecosystem resources; The buffer zone is a ‘buffer’ that alleviates the effects of external development on the core zone; The transition zone surrounding or adjacent to the buffer zone is the outermost region of each biosphere reserve, where communities, urban areas and economic and social activities are concentrated.

INTERSECTORAL COORDINATION

Cross-sectoral coordination is a requirement stemming from the fact that management of the biosphere reserve is essentially a coordinated, cross-sectoral collaboration with active involvement of the business sector and local community stakeholders, citizens. Legal documents and resources are available to achieve the objectives of conservation and sustainable development of the biosphere reserve. Each biosphere reserve has an inter-agency management board, chaired by a provincial / city leader; The members of the Board include heads of relevant departments, management and scientific bodies;

The coordination of the management board of the biosphere reserve is based on the administrative regulations and regulations of the relevant international conventions in the fields of bio-diversity conservation, scientific research, sustainable development. It calls for investment and support for research, monitoring and protection of resources and development. Management board of the biosphere reserve does not directly manage the territory, but based on the provisions of the Laws of Vietnam and the provisions of the international conventions to organize the coordination of activities with the active participation of the community. residential. The core zone of the biosphere reserve, including national parks, must strictly comply with the regulations of the Government on the management of special-use forests, biodiversity, fisheries, marine envioronment and resources; The buffer zone and transition zone are under the direct management of the local authority. Changes in land uses, water surface, change of planning and socio-economic development plan must be in line with the objectives of Sustainable development that have been approved by the City People’s Committee.

Biosphere Reserve encourage engagement with enterprises, communities associations and individuals in and outside the reserve area.

QUALITY ECONOMY

Quality economy is to assist generating more incomes for the community through the participation of enterprises, biosphere reserve labeling for local specialties of natural origin and the local culture of the Cat Ba Biosphere Reserve. The highlight of the Quality Economy program of Cat Ba Biosphere Reserve is application of the World Biosphere Reserve Certification Label, which certifies and promotes high quality products and services that are environmentally responsible and originating from the biosphere reserve.
